in slide no. 11 what does the colors red, green and gray represent? I assumed that they are the range covering the signal but I'm not sure if that was correct, if so, what does the gray color represent? The Orange, Green and Red colors represent the RxLevel signal level in dB. - Green color When RxLev >=3dB : Good coverage - Color Red If RxLev <=3db : No coverage - Yellow color when RxLevel is between 0 and 3db: the coverage is moderately acceptable but not good. Since we used Mobile Radio for our simulation, the gray color in figure 2 does not represent anything at all, because in this figure the simulation of radio coverage concerns only the Relay and the CPE of Lycee Rapides which gives a radio profile on slide 12 figure 8.

b) Would the prevailing Tv and service infrastructure in the area support extending this technology to the rural areas? Yes, the existing television and service infrastructures (tower, energy) in the region make it possible to extend this technology to rural areas. However, regulators regulate unlicensed access to TV White Space. With respect to this regulation, devices certified for TV White Spaces operate under the control of a TVWS database. This database provides TVWS devices with access to broadcast spectrum that is not assigned to a broadcaster or other licensee; and protects licensees from interference.

c) With this technology would it be far-fetched to even think of smart villages in Senegal and beyond? Smart villages are a solution for the future of rural areas. The concept of the intelligent village concerns local populations who take their future into their own hands by using appropriate digital technologies to develop according to their needs. If today, Rwanda is already developing this original concept of "smart village" where all inhabitants are connected through new ICTs and have access to both administrative services and e-health. An approach that could be a source of inspiration to fight against the desertification of our countryside. Even if it is ambitious for African countries, we must dare to catch up with other developed countries such as Europe, Asia, etc... So in my opinion, it's not far-fetched to think even of smart villages in Senegal and beyond.

Hello, I'm Li Yi from Northeastern University. I'm glad to read your paper. At this time of outbreak of COVID-19, your ideas are really eye-catching. What I want to ask is whether there are any shortcomings and constraints in using this method of online teaching. For each gap or constraint detected, we will find adequate solutions. For example, with online training, there may be plenty of them. To this end, Moodle has systems to monitor student attendance at each session. Students must have a smartphone and travel to the nearest location to be in a dedicated room and connect to the LAN. More than 90% of Central African students have smartphones so this constraint is lifted. In terms of TVWS technology, it has only potential to solve the problems of digital billing in Africa and remote areas. All its technical shortcomings in terms of interference have been corrected with the use of the TVWS database.

In your proposal, is the TVWS will be used for backhauling only or it can be used in access as well? In our proposal, the TVWS is used as Backhaul TVWS with WiFi hot spots in the covered areas for e-learning. However, it can also be used as a radio access network between CPEs and BSs.

Dear author. What is the reason why you choose to use TVWS?What are the advantages of TVWS over other networks? We chose TV White Space technology over other networks because TV White Space is an innovative technology with the migration from analog to digital television. It has several advantages which are : - The implementation costs are low compared to other networks, - it has a long range compared to traditional WiFi, - TV White Space brings the broadband connectivity solution for remote, underserved and hard-to-reach areas - The TV White Space has a speed that ensures a very fast sending of data. - the advantages in terms of coverage with an extended range, from 10 to 15 km, or even more in good conditions. They also broadcast over rugged areas, through forests or buildings, where higher frequencies are often blocked.
