What are the differentiated impacts of the Mongolian National Communication Satellite (NCS) project on the five dimensions of Digital Dependency Index (DDI) (connectivity, reliability, infrastructure autonomy, affordability, security, and resilience), and which dimension of improvement has the most significant contribution to the overall decline of DDI? The Mongolian National Communication Satellite (NCS) project has differentiated impacts across the key dimensions of the Digital Dependency Index (DDI). It significantly improves connectivity by expanding nationwide coverage, especially in remote areas, and enhances reliability by ensuring dedicated national communication capacity. The project delivers the strongest impact on infrastructure autonomy, as national ownership and operational control of satellite infrastructure substantially reduce dependence on foreign providers. Affordability improves gradually through long-term cost stability rather than immediate price reductions. Security and resilience are strengthened by sovereign control over data routing and the addition of a strategic backup communication layer. Among these dimensions, infrastructure autonomy contributes the most to the overall decline of DDI, as it directly addresses structural dependence and enables improvements across other dimensions.

The study points out that Mongolia still faces dependence on foreign satellite components and limitations in geostationary orbit (GEO) satellite latency. Based on the technical suggestions proposed in the article, what specific aspects can be taken to further reduce Mongolias DDI and enhance digital sovereignty by integrating the low earth orbit (LEO) satellite constellation and 6G non ground network (NTN)? Among all dimensions, infrastructure autonomy provides the most significant contribution to the overall decline of Mongolia’s DDI. This is because DDI places disproportionate weight on ownership, control, and decision-making authority over digital infrastructure. While improvements in connectivity, security, and resilience are important, they are structurally enabled by gains in infrastructure autonomy. In summary, the Mongolian NCS project reduces digital dependency primarily by restoring national control over critical communication infrastructure, with secondary benefits in connectivity, security, and resilience. For further DDI reduction, the NCS should be complemented by LEO satellite integration and 6G NTN, which would amplify gains in latency-sensitive connectivity, resilience, and affordability.

What specific dataset or year of records was used to calculate the initial Digital Dependency Index (DDI) for Mongolia? By the Mongolian Telecom sector regulation Policy, Mongolian ICT sector indicators are printed by 2 organizations : 1. National Statistic Organization : www.nso.mn 2. Communication Regulatory Committee : www.crc.gov.mn In this study we used Mongolian CRC’s annual data statistics, with are published twice a year and open to a public : https://stat1.crc.gov.mn/#/ www.nso.mn

This paper uses a mix of methods, including analyzing statistics, looking at relationships between data, and assessing experiences, to study how launching satellites affects digital access, service quality, and network strength in remote and underserved areas. Is this methodology suitable for application in other countries like Japan? The mongolian landscape and province centers location is may similar to japanese sea and islands. So it may used.
