TCP natively handles congestion through congestion windows and slow-start. Datacenter traffic is quite different from Wide-Area Network (WAN) and the same methods of mitigating congestion do not apply because data-center networks are high bandwidth, low latency environments, while WAN traffic is typically low bandwidth, high latency. In the datacenter, TCP operates at a much higher throughput as the situation allows for it, meaning that once congestion is detected, throughput is decreased at a higher rate than in WAN environments.
