	This presentation is structured as follows. First, I will discuss the challenges in current initiatives for a co-creative regional society. Second, I will explain the underlying causes of these challenges. These problems stem from an overreliance on the vertical approach, or Tategushi. Third, I introduce the horizontal approach, known as Yokogushi, which aims to build a cross-sectoral platform. Fourth, I explain why a theory of ˇ°Loose Connectionsˇ± is needed. Fifth, I introduce the theory of ˇ°Loose Connections.ˇ± Finally, I present a system design for implementing ˇ°Loose Connections.ˇ±
