The objective is to optimally distribute each UE¡¯s traffic across available RUs to maximize throughput while minimizing block error rate (BLER) and ensuring efficient use of resource blocks (RBs) within RU capacity limits. This is achieved by assigning traffic fractions to RUs based on their predicted throughput, BLER, and RB usage. The formulation guarantees that each UE¡¯s traffic is fully allocated, that allocations remain within valid bounds, and that no RU exceeds its resource capacity. Additional constraints enforce reliability by limiting BLER and ensure quality of service by meeting minimum throughput requirements. Together, these conditions enable adaptive and efficient traffic steering that balances performance and reliability across the network.
