	The key strategy of this paper is termed as Max-Min power allocation, targeting the maximization of the minimum rate for the NOMA users to enhance the fairness among them. Based on this strategy, the following assumptions can be made: Assumption 1: For the Max-Min power allocation, we aim to get equal bit rate for all NOMA users.
