A single recovery strategy is usually unable to satisfy both speed and connectivity under multi-node failures, so UW-LFRR uses a two-stage design. Phase I prioritizes quickly returning traffic to the original shortest-path backbone whenever possible, and Phase II is invoked only when the backbone is locally cut and connectivity must be preserved through a constrained search inside the affected region. This follows a safety-first, fallback-as-needed philosophy.
