	Our primary objective in this analysis is not to predict stakeholder satisfaction with the Universal Access to Quality Tertiary Education (UAQTE) program. Instead, we aim to utilize the most effective machine learning model from our set to elucidate the key factors that influence stakeholder satisfaction. To achieve this, we employed Shapley values, a method renowned for its ability to provide clear and interpretable explanations of model outputs. This approach will enable us to dissect and understand the drivers of satisfaction among stakeholders, offering valuable insights for policy and program improvements.
