	This is the Server Operation algorithm. Upon sending CON response, start the timer. if retransmitted request token arrives before the expiry of the slotted time, then send EMPTY ACK only. if the set time expires with no ACK, retransmit response and calibrate the timer downwards upon delayed ACK arrival, calibrate the timer upward.
