In summary, this study presents six key points. First, it identifies challenges in current initiatives for a co-creative regional society. Second, it clarifies that the underlying cause of these challenges is reliance on the vertical approach (Tategushi). Third, it emphasizes the need for a horizontal approach (Yokogushi) to address these challenges. Fourth, it proposes building a cross-sectoral platform through the horizontal approach (Yokogushi), whose essence lies in loose connections as a shared conceptual language. Fifth, it conceptualizes the Theory of Loose Connections as a seven-layer framework. Finally, it proposes system designs for implementing Loose Connections in practice.
