The 3GPP has been making standards on the D2D communication in the mobile network. What is the difference between your idea and the 3GPP standards?	Thanks for your question. The idea is to use the D2D communication technique for the disaster. This study investigated D2D performance in different scales of the disaster in terms of SINR, and area coverage.
