This is the conclusion and future works about my paper. We propose warning and alerting integrated system and the Korean-CAP profile for it, which can be linked to the existing local warning and alerting systems in South Korea environment, and to deliver disaster information to various media including 5G mobile network, UHD TV broadcast, Internet portal simultaneously by the government and local governments. The results of the interconnection test by linking the proposed warning and alerting integrated system with the automatic voice notification system, village broadcasting system, and bus information system currently operating in Cheongju-si, Chungbuk, South Korea. In the future, it is preparing for interworking with other local governments, and it is planning to conduct expansion development and testing to link with Internet portals and SNS, which are private media. In addition, we will continue to conduct research on how to effectively include multimedia so that more useful content can be included in the disaster information to be delivered and the CAP profile for this. Through the proposed system, it is expected that faster and more useful disaster information can be delivered to the public, thereby reducing damage.

The figure on the left is a bus information system installed in Cheongju, and the earthquake warning received by CAP Profile is displayed in Korean in the upper red box. The figure at the top right is an automatic voice notification system located in Cheongju City, and an earthquake warning message was transmitted by voice broadcasting. The figure at the bottom right is the village broadcasting system at Cheongju-si, which broadcast earthquake information by voice.

This shows the GUI of proposed system for sending earthquake disaster information Yellow 1 shows the select local government to transmit disaster information. Green 2 shows disaster information automatically generated in different formats according to the characteristics of the media to be transmitted. Blue 3 shows a button to approve the transmission after the official in charge confirms the region to be transmitted and the contents of the transmission.

We configure the interconnection test environment as below figure. The proposed Disaster Warning and Alerting Integrated System is at Seoul and local warning and alerting systems are installed in Cheongju, southeast of Seoul. The proposed system and interworking gateway located in Cheongju are connected via the Internet, and messages are transmitted and received based on the CAP profile described before. The main role of interworking gateway is to transmit/receive CAP profile with proposed Disaster Warning and Alerting Integrated System and convert the transmitted/received CAP profile message into a format that can be processed by the existing legacy Automatic voice notification systems, village broadcasting systems, and Bus Information System in order to interwork with existing systems.

The proposed system is divided into the 3 main functions of extracting disaster information, automatically generating disaster content(including multimedia contents), and transmitting multi-media disaster information when disaster information comes. The proposed disaster warning and alerting integrated system is using to send disaster information by standard CAP profile format. The proposed system is an integrated system in which disaster information that fits the characteristics of each media is processed at the same time when the relevant government department selects all required media at once and transmits the disaster information.

I will explain the proposed Disaster Warning and Alerting Integrated system in Chapter 3. As shown on the left of figure, the proposed system can be accessed from the central government, local governments and disaster-related management agency to transmit disaster information. The proposed system can send disaster information through 5G CBS(Cell Broadcasting Service), UHD, DMB, local government disaster warning and alerting systems (such as Automatic voice notification systems, village broadcasting systems, Bus Information System) and Internet portal, SNS etc.

The CAP Profile proposed the our paper has main features as follows. Our CAP profile supports multiple languages and automatically provides different disaster broadcast texts at the same time in consideration of the characteristics of each media. Also, in the CAP profile provided by the proposed disaster warning and alerting integrated system, disaster information can be prepared to fit the characteristics of each media(40 and 80 characters for Disaster Text Display Board and BIS, 180 and 315 characters for CBS, the longer characters for TV broadcasting service and portal, SNS, and Separate disaster description text for voice) so that it can be integrated and issued to cell broadcasting service by mobile communication, UHD broadcasting, and existing warning and alerting systems. Furthermore, the proposed system provides the basic disaster editorial for rapid disaster information transmission.

The table shown in this slide is an example of an earthquake created with a CAP profile after what was shown in the previous slide 6. Through the table, it can be confirmed that contents for multi-languages and various multi-media are included.

The CAP profile proposed in this paper is composed of customized parameters so that disaster information can be simultaneously delivered to the existed disaster warning and alerting systems with different characteristics, and the classification of the entities that transmit disaster information is clearly rearranged. The table on the right is an example of an earthquake created with a CAP profile. Our proposed CAP profile has a structure that supports multimedia and multi-language (currently limited to English, Japanese, Chinese, and Vietnamese) and in compliance with the Korean standard TTAK.KO-06.0498.

In chapter 2, we explain the CAP Profile. The definition of CAP(Common Alerting Protocol) is a ITU-T standard proposed by Organization for the Advancement of Structured Information Standards(OASIS) in March 2014. And CAP is a standard message format designed for All-Media, All-Hazard, communications. Also the CAP is an XML-based data format for exchanging public warnings and emergencies between alerting technologies and allows a warning message to be consistently disseminated simultaneously over many warning systems to many applications, such as Google Public Alerts and Cell Broadcast. CAP was established as a Korean standard TTAK.OT-06.0054 too.

When an urgent disaster occurs now, the local governments deliver disaster information to emergency disaster messages by CBS and broadcasting networks through the system of the central government and operating by delivering the same disaster information to multiple warning and alerting systems within the local government through separate systems. There are two problems. One is the local government's position. The position of the local government have the system operating complex and difficult, given the urgency of disaster information delivery. The other is the central government¡¯s position. It is impossible to check the results of the disaster information delivery provided by the system managed by the local government.

First of all, I want to introduce the disaster information trend and systems. In South Korea, our governments provide disaster information to the people using various media using Mobile communication network, Broadcasting network, Village broadcasting system operated and managed by local governments, automatic voice notification system, disaster text display board, bus information system (BIS), etc by managed Local government and Internet portal private media such as Naver, Daum etc. In addition, there are changes in people's positive perception of disaster information transmitted by governments and local governments while experiencing COVID-19.
